Welcome to the Winter Fuel Surcharge Estate, where the heat comes by truck. Across much of the 8th District there is no city gas main — there’s a propane tank, an oil tank, or a woodpile. In Aitkin County nearly half of homes heated with propane; in Cook and Kanabec it was about four in ten; St. Louis County had the highest share of fuel-oil heat in Minnesota (MN House Research). Add long commutes, log trucks, ore trucks and harvest equipment, and you have a district that runs on diesel.
On February 28, 2026, the United States joined Israel in launching a war on Iran. The national average for gasoline was $2.98 that day. By Labor Day it was $4.14, and diesel set an all-time national record of $5.85. In Minnesota, diesel topped $6 and hit a record $6.18 on September 17. The August Consumer Price Index showed fuel oil up 52% and gasoline up 27.4% in a single year.
On September 15, 2026, the House voted 220–204 to direct the removal of U.S. forces from hostilities with Iran. Seven Republicans voted yes. Listing agent Pete Stauber voted no (Roll Call 307). The Congressional Budget Office puts the war’s cost at $38 billion for its first six months, rising about $3 billion a month.

- Did the agent have a chance to end the surcharge?He had a vote. On September 15, 2026 the House passed H.Con.Res. 93, 220–204, directing the President to remove U.S. forces from hostilities with Iran. Agent Stauber voted no. (The resolution is not expected to become law over a veto, but the vote is the record.)
- Is the surcharge temporary?Analysts at OPIS told Newsweek that pre-war gas prices are gone “for the rest of 2026,” with recovery possibly stretching into the second half of 2027 — and that ending the war alone won’t do it without fully reopening the Strait of Hormuz.
- Is heating assistance included?Not guaranteed. The administration’s fiscal 2027 budget proposes eliminating the Low Income Home Energy Assistance Program entirely, as its 2026 budget did before Congress restored the money. During the 2025 shutdown, LIHEAP payments were delayed for more than 125,000 Minnesota households.
- Were weatherization tax credits included?They were. The federal credit for heat pumps, insulation, windows and energy audits ended for improvements after December 31, 2025 under the One Big Beautiful Bill, which Agent Stauber voted for twice.
- Who pays the diesel?Everyone downstream of a truck: loggers, ore haulers, grocers, school buses, and farmers running combines through harvest. Diesel costs flow into the price of nearly every good on the shelf.
